Project Update

Public Consultation

The first Proposal of Application Notice (PAN) was submitted to West Lothian Council on 27th September 2022 and was followed by a community consultation event at Ecclesmachan Village Hall on Thursday 10th November 2022.  The feedback received during this event and subsequent meetings resulted in an amendment to the proposed site design.

Further amendments were then made, which triggered submission of a new PAN.  These amendments were presented to the community at a third and final consultation event on 12th September 2023.  Following feedback, the concept design was amended, and the final version is shown below.

A planning application was submitted to West Lothian Council in late July 2024, and was approved by the Development Management Committee on 11 December 2024 (planning reference 0568/FUL/24). Work on discharge of conditions will start in January 2025, but the site will not be operational until late 2026 at the earliest.

Feedback from Public Consultation

The main changes resulting from feedback received during the September consultation event were:

  • Buffer-zone to the north of Canal Court has been further increased to a total of approximately 230m and the step in the proposed site boundary has been removed
  • Buffer-zone to the west of Mounthooly has been increased to approximately 100m
  • The increased setback distances have been achieved by moving panels to less favourable land in the most northern field
